Why jeans gap at the back in the first place
A straight, rigid waistband is cut to one measurement. If your waist and hip aren't the same number apart as the pattern assumes, the waistband that closes comfortably at the hip can stand open at the small of your back. Sizing down closes the gap but tightens the jean through your seat and thigh instead.

What a gap-free waistband won't fix
It solves the back-of-waist gap, not the whole fit.
